o2 Germany have a special offer:

www.o2-freikarte.de

you can order up to 4 numbers o2 SIM for free.
They come with a balance of 1€ each and are valid 1 month.
Within that month you need to top up (possible via bank transfer) to extend the validity to 6 month.
I suppose a top up of 1ct (!) is enough to extend the validity, as this is the typical o2 procedure.

Rates are not too bad: 15ct/min to all german networks and landline.

Just enter Name, german address and email to receive up to 4 pcs.

The number must be registered after reception.
Therefore download form

fill in, scan with copy of your passport and send to prepaidkunden-kontakt@o2online.de

Immediat activation is also possible by calling the customer service 0049-179-55282, but scan or fax of passport is required within a fortnight, otherwise the SIM will be deactivated.

Registration can also be done in the o2 shops in Germany
