I used Leclerc mobile and callback, the monthly fee is €1,50 but SIM is valid 1 year after top up.

Calltrough could also be interresting with a cheap rate to other countries. Nobody will block foreign access numbers.

here is link in english. You can activate Italian or UK DID for free. French and some other countries for Eur 2.50 a month. You dont have to be resident, they dont do any IP check and they are reliable.
