The mentioned prices are ct./min. Not really hight, just a bit strange that those countries were excluded from the offer.

in germany international rates from cellphones are mostly riddiculously high, up to 2 euro per minute. So the simquadrat rates well below 15ct/min for all european destinations were already quite execptional.

I was also confused by the way the currency was represented.

I would have used the word different rather than high if I had been more confident on the rate.
