UMTS 2100 coverage is quite good, expecially with 3 and Vodafone. Wind has very little coverage, only the main towns.
I have no idea about what "tethering" is, while for the codice fiscale just follow the instructions on this site...

"Tethering" is a term used at least in the US to describe connecting your phone to a PC and using it to connect to the PC to the Internet. Some US carriers employ systems to detect when a customer does this and charge a higher rate if you "tether".
