why not using Sipgate? They have free numbers from all german prefixes.
All providers who give out a german number will need to verify your adress as it is forbidden to register german landline numbers anonymously.

Solomo's VoIP service is not provided separetly, but only as a feature on top of their prepaid MVNO service. Thus they don't assign local numbers to the VoIP-account but the mobile phone number, which is more expensive to call than a landline number. Further their VoIP service is unreliable, why I would clearly prefer sipgate, which is superb in quality.

Maybe you check out dus.net (Willkommen bei der dus.net GmbH). They are I think the only provider to support SRTP for encrypted calls and their rates are even a little cheaper than sipgate.

A german local number is not free though, but costs only 5€/year plus 10€ once for activation.
