According to a post from Samsung Zwitserland on Facebook you will need a SIM from the region where the phone was sold, but ONLY TO ACTIVATE.
After activation the device should also accept other SIM cards:

It would be interesting to know if a dead prepaid SIM card is enough or if it needs to be live.

Probably. When I activate an iPhone, I often use a dead SIM card. It's a pointless requirement.

Samsung Galaxy Note 3 owners or prospective owners need not worry too much about the issue of region locking on Note 3 handsets.
