A1 contract roaming charges

Hello,

a friend of mine from Austria has a contract from A1 (austrian VF).

Whenever she is travelling she receives info SMS with the charges to call home and within that specific EU country.

These charges are extremely high and also depend on the operator chosen, for instance for calls from France to Austria it's €1,29 per minute. I just go crazy when I hear this.

It looks like A1 has never heard about EU limitation for the mobile market.
SMS are around 25ct.

How is that possible? Is the limitation not valid for (old) contracts????
