If you're going to be in major metropolitan areas, O2 MVNOs such as Fonic and Lidl Mobile is great.

If, on the other hand, you need data in remote areas, then Vodafone is a better choice.

here you can check the prices and offers if 1 GB is enough:
Ergebnis Mobilfunk Datentarife - teltarif.de

and here if you need more (i assumed 5GB):
Ergebnis Mobilfunk Datentarife - teltarif.de

(make sure that you look at the "Prepaid" offers only, not "Vertrag" = contract)

you can see that the offers are mostly the cheapest on Eplus network, but they have the smallest 3G coverage. Best coverage is by far on T-Mobile, so the prices are also much more expensive.

When using it for not only a short time trip but for a couple of weeks or months the Bildmobil is a good choice: 39.99 EUR for 90 days/5 GByte in Vodafone network.

tariff sheet in German

Unfortunately you can order it by internet only (EUR 14.95 including value of 10 EUR)
