You get it absolutely right. Yes, this is strange, but who says it's being linked to CPP officially? No, there are just some raises that 'accidentally' happened the same day as CPP started. Seriously, an operator loses some profit, so the want to get it back. Luckily, it's not everywhere here. For example, MegaFon St.Petersburg has even decreased price for GPRS since July. Before, it was about 15 rubles/Mb daytime and 3 rubles/Mb at nights (0-. Now it's 6.80 rubles flatrate. Since 0-8 is quite specific period, it's rather a decrease than increase.
