grandcentral.com has free Los Angeles numbers, but not SIP. They will forward it to any North American SIP number you already have. My GrandCentral number is in area code 213.

CA: SaskTel, Wind postpaid; Rogers, Bell postpaid iPad flex plans; US: T-Mobile postpaid data, prepaid voice; PureTalk (AT&T MVNO) prepaid voice/data; AT&T prepaid iPad plan

Hardware: Too much but notably iPhone 5, iPad Mini Retina LTE, Moto G LTE (N.A. version), iPhone 4. All unlocked.

I think Voxbone is cheaper than those Voiptalk numbers, but still not cheap enough.

Freedigits say they have numbers in major US cities for $4.95 a month

I looked at Voxbone and their rates are cheap but in their TOCs it mentions a minimum monthly spend of something like $50 per month.

They recommended me a couple of resellers including callcentric but I'm not sure if their incoming numbers are tied into their service and calling plan or whether you can simply purchase a number from them and direct it where you like...

So for Moscow so far the best I have found until now is NXVOICE, they charge USD 59 for set up plus USD 13 each month plus 0,0377 for incoming minute see link http://nxvoice.com/pricing.html or if you dont need own number there SIP service called SIPNET.RU they have local call in-numbers in every major city in russia. Unfortunately their web pages are in Russian only

SIPNET.RU
has following dial in numbers for Ukraine
Zaporozie +380 (612) 13-50-58
Odessa +380 (48 ) 730-91-30

Nothing for Belarus.

OT
I think that something has to be done with the "sunglasses" i.e. "eight-right bracket" smiley - this combination of characters is not that unusual, esp. on a telecom related forum
