Hello,
here a (short) update on prepaid in Estonia.
There are now four (4) networks available:
- Tele 2 (GSM / 3G): Tele2 - Eraklient
- EMT (GSM / 3G): Parima kvaliteediga kõned - emt.ee
- Elisa (GSM / 3G): Elisa
- Tallinn 3G (3G): tm3g.ee

Tallinn 3G has network code 24806 and is around Tallinn available

All 4 do have prepaid offers. For the "big 3" you may get Sim-cards almost at every "Kiosk".

To get a Tallinn 3G (double) SIM is a little more tricky. One shop you may get one is at Rävala Pst at the corner with Kaubamaja.

Prices for Sim-cards:
They are 19 or 50 kr (Tele 2), 50 kr (Simpel-EMT), 25 kr (Elisa) or 56 kr (2x Tallinn 3G. Except Tallinn 3G that's the credit, you get.

Top up vouchers:
Very sad at R-Kiosks they sell the nowadays usual print-out vouchers. At every other Kiosk you will get scratch vouchers The smallest vouchers are: 45 kr Tele 2, 50 kr Elisa, 100 kr Simpel and 156 kr Tallinn 3G).
To top up there are USSD codes for Elisa (*135*Code#), Tele 2 (*147*Code#) or Tallinn 3G (*102*Code#) available.

Validity:
The Sim-cards from the "big 3" do have a validity of 6 months after recharging / buying. After that, there is one month you may recharge it and after that, the Sim get's deactivated.
The vouchers (unused) never expire (Elisa, Tallinn 3G), in around 5 years (Tele 2) or in around 1,5 years (Simpel).

Roaming:
With Tele 2 and Elisa there is instant automatic roaming. Not so with Simpel. Here you do have to activate it with USSD-code *148# inside Estonia. The sad thing is, that the manual from Simpel is not available in English and the Customer Care Service is not willing to activate roaming manually. Tallinn 3G does not seem to roam.

Credit check:
Even by USSD-code a credit check get's charged! The codes are *245# (Tele 2), *143# (Simpel) or *135#. The code for Tallinn 3G is not known.

Other Simcards:
There is a wide range of other Simcards at the Kiosk available. But be aware: Some - like Zorro (www.zorro.ee) - do not offer roaming at all!

After asking, Tallinn Mobile send me some additional informations:

"We should regret to announce that renovation of the network and in this connection, there is more interference. If you already have in our calling card, and you want to continue to be used, then the time could only be purchased in our office mnt.102c Pärnu, Tallinn. Price list is up here: Price list | Tallinn Mobile 3G
If you want to check the credits, then please send us your phone number or call the number 1618 and choose the second option. The card is valid for 90 days after the last operation on the SIM card.
Tallinn Mobile 3G cards have been distributed only in the city of Tallinn. We do not have roaming.

The correct address of the store in downtown Tallinn is Rävala pst 6, Tallinn. They sell Sim-cards and vouchers.

About Tallinn Mobile 3G:
I didn't understand how much does a Tallinn Mobile 3G starting kit costs and how much credit is included...
And about their customer care answer... it's quite uncomprehensible to me!

As mentioned here (Starter kit | Tallinn Mobile 3G) the set with 2 Simcards is 5€ (78 kr).
It should contain:
FREE OF CHARGE calls inside the “Tallinn Mobile” network
FREE OF CHARGE video calls inside the “Tallinn Mobile” network
FREE ON CHARGE SMS and MMS messages inside the “Tallinn Mobile” network
FREE ON CHARGE 10 international SMS messages from both SIM cards
This shall be valid for 30 days.
I tried to send a SMS to o2-de. It did not work out ....

Thanks for the update. The starter-pack for Elisa is only 25 kr nowadays. I think, Tele Yks prepaid will not sold anymore (see TeleYks - Elisa kõnekaart).

And one last thing: There is NO need or duty to register the Simcards. So just buy, use and enjoy...

I updated the pages, just take a look if it's all correct.
Also I didn't have the time to check if Tele2 and Zorro offers are still the same. And websites in estonian/russian are quite hard to read, if you can take a look and let me know any changes it would be great!

The Zorro Sim-Pack is still 39,-.

Zorro Sims do not roam, see ZORRO Kõnekaart- Küsimused ja vastused - Korduvad küsimused - :
"Kas Zorro kõnekaardiga saab kasutada roamingteenust?
Roamingteenust kõnekaardikliendid kasutada ei saa, küll saab kõnekaardi klient helistada Eestist välismaale (vt. Hinnakirja)"

Top up cards are available for 10 Minutes (39,-), 25 Minutes (90, -) or 60 Mininutes (198,-), see ZORRO Kõnekaart- Hinnad - Hinnakiri -

The validity of the credit seems to be 8 months.

Interesting is the following:

So: It seems that Zorro (working on Elisa) and Tallinn Mobile 3G (working on their own net EE06) both belong to Bravocom (ProGroup Holding) tm3g.ee!
The interesting thing would be to know, if a Zorro-Sim is working on EE06...

Tele 2 prices are confusing. They depend on the amount, you have topped up (for the next 30 days) and the time of day. Basic there are two tariffs (Smart - Simcards are 45 kr with 45 kr credit) and Kõnekaart (former times called Ultra) - Simcards are 19 kr with 15 kr credit).
