Set up fees? Wind Italy

Per http://www.prepaidgsm.net/en/italia/wind.html Super Senza Scatto and all the Wind plans charge a set up fee for all calls. At least that is how I understand the website. Is it correct that such a charge exists or is the cost for this plan € ,17 per minute, period?

No, "Senza Scatto" means "without setup fee", it really has no setup fee.
I just found it easier to use the same table for all plans, so where there's a setup fee the price is listed, where it's not present there's just a " - " which means there's no setup fee. I thought it was clear enough.

Senza Scatto is the only wind's plan without set-up. Wind4 and Wind12 are with set-up
