+44787 works well, good quality. Not all calls connected successful, but the not successful calls were not charged.

I use voicetrading / betamax and have no problems calling +447 numbers.

As for +423 this used to be an issue but a month ago it seemed to be resolved. As my +423 credit ran out I can't test it anymore but when testing about a month ago it worked fine now.

as smsdiscount is also a betamax clone you should have no problems. but test it first.

Can you test it with UM cs (+423663099911)? Because I can not connect using various betamax/finarea brands

Is UM honestly charging the 19 euro cent connect fee for calls to the +423 number? I understand (don't necessarily agree) with they do it on the on the +4478 number.

If the call is answered then yes it does charge the 0,19 euro incomg fee.
The +4478 number is not from UM+ but from another carrier. UM+ uses the +447937 prefix

Connection is perfectly ok to reach UM CS on that number and to a +423 SIM card. Voice quality was fine when I answered on the SIM a couple of days ago. 18 cents on Justvoip, 12 from DialNow
