This fee is normal for Vodafone top ups abroad with a voucher of a foreign VF network.
BTW: The menu of your account manager changes when you call from a foreign network. There is provided a new choice: Top up with a foreign voucher.
If you choose wrongly, it will not work.
Oh, so it's normal! Wow, honest as usual.

And, last question...do I really have to top up at least 20 euros every year, unless they deactivate my A1 account? Thank you again!

I called their hotline just to ensure.
Yes it is correct, once within 12 month you MUST top up at least 20€, otherwise your B.free card will be deactivated.
That is necessary for both call and data SIMs of A1 (the prepaid offers are called B.free).

After the 12 month limit you have time during the 13th month to call the hotline to have the SIM reactivated, but then it has to be recharged anyway.

The hotline I called was 0800-664300, I don't know if it's the only number.

Thank you for the info! I'll see if it is worth to buy it, or to use my italian 3 using "3LikeHome" and included minutes... I think I'll opt for the second one!

Anyway, thank you everyone for the help
