For the EU incl. Norway, Iceland and Lichtenstein:

Any EU SIM should offer data in all mentioned countries except the SIM's home country at about 0,23 EUR/MB with 1 kB billing (latest from July 1st on).

With German Aldi Talk prepaid SIM there are packages of 120 MB data at 5 EUR. Valid 7 days or until all MB used. A new package can be booked at that time. Also includes Switzerland. Pending of publishing the exact offer details next week. This gives about 480 MB / month EU wide (except Germany) for about 20 EUR.

Europasim offers 500 MB per day at 3 EUR. This gives max. 10 GB / month EU wide (except Italy) for about 90 EUR. Some additional countries are included.

Vodafone UK pay as you go SIM offers more than 40 European countries. You’ll pay £2 a day (UK time) for 25MB of data abroad. The first 4.4MB is 45p a MB and the next 20.6MB is free. Over 25MB is 45p a MB. Other price inside the UK.
