The mentioned directive protects individuals against immediate discrimination because of nationaliy but it is not applied where discrimination emerges as a sideeffect for different reasons, be it fraud prevention, billing issues or technical reasons. While I would applaud if operators were forced to provide service to any EU citizen, in fact I won't be allowed to sign a postpaid contract outside Germany and you won't get one here because you don't have a German bank account. These directives, by the way, are ridiculous as long as they don't have direct binding legal effect but instead just obligate member states to implement them in national law, which they will do one or the other way or not at all.
And please don't scare away our new contributor with hairsplitting discussions, especially as he is the only French guy around.
