looking to buy a russian sim online with express shipping.
any idea where to get something like that?

Try Telestial for SIMs:

Russia SIM Card (Megafon)

It's $59

Shipping is up to 7 days and it will be anywhere from US$6.25 to US$19

Historically Telestial charges big bucks but you're paying for convenience. If you want cheap get a SIM when you land.

I can't help you getting a SIM on-line, but I bought a SIM hours after arriving in St Petersburg recently. It was the easiest process I have gone through in any country. I got it in an MTC/MTS phone shop on Nevsky forum. I just had to show my passport, and they already had a pre-filled form set up. €10 for 440MBytes of data lasting up to 30 days.

It worked perfectly.

You must have never been to: The Netherlands, Belgium, Sweden, Finland, Poland, Moldova, Ukraine, ...... and probably a lot more countries where you can simply get a sim card in every street corner without giving the seller anything else than the cash for the sim card
