Correct you probably don't need an account to buy it in a brick and mortar store but you need a bank account to register it and it is useless without registration. Maybe this changed but this is what they say, now, on their website:

Um die FONIC SIM-Karte auf sich registrieren lassen zu können, benötigen Sie ein deutsches Bankkonto, eine Adresse in Deutschland und müssen mindestens 16 Jahre alt sein. Bei Kunden unter 18 Jahren ist die Einwilligung des gesetzlichen Vertreters erforderlich. Bei Online-Bestellung ist darüber hinaus eine Teilnahme am Lastschrift-Einzugsverfahren mit einer auf den Kunden laufenden Bankverbindung notwendig.
