It seems to be an Austrian company focusing itself on migrants from Romania (there are quite a lot of them in Austria) wanting to recharge their (family's) prepaids back at home. And in the future possibly extending it with Serbia, Turkey and Poland, of which especially Serbia and Turkey would be very welcome, as there is no other way to recharge those from abroad. I couldn't find anything about fees on their website though...

I'll check it with my Romanian card but there isn't any affiliate code in the link you gave - so where does this €1 bonus come from....?
