you can order up to 4 numbers o2 SIM for free.
They come with a balance of 1€ each and are valid 1 month.
Within that month you need to top up (possible via bank transfer) to extend the validity to 6 month.
I suppose a top up of 1ct (!) is enough to extend the validity, as this is the typical o2 procedure.

Rates are not too bad: 15ct/min to all german networks and landline.

Just enter Name, german address and email to receive up to 4 pcs.
For details to top up via bank transfer send a SMS (any content) to 56656

Immediat activation is also possible by calling the customer service 0049-179-55282, but scan or fax of passport is required within a fortnight, otherwise the SIM will be deactivated.

Registration can also be done in the o2 shops in Germany
