Do you mean personal. Non geographical numbers in the UK that are 070 ? They is very different from mobile phone numbers that are 07 . See en.wikipedia.org/wiki/Personal_numbering

I see what you mean, the company you mention are an independent telecoms company who by thier services wholesale from British Telecom and retail it to customers. The charge they have for a call to a 3 mobile is very high the charges to call someone on O2 or vodafone and orange/t mobile are competitive with BT. I know someone who works for a company similar. They provide a bespoke service that some businesses like .

I think the rule of thumb is, if its free roaming its high caller cost, as most free roaming operators use high termination rate numbers (IOM,Estonia etc) for claw back which allows them to give free roaming in the first place, please correct me if I am wrong on this issue.

I don't think you can generalise.

Some providers will have good rates for some numbers and look rather expensive for others.

If it's possible to find noticeably cheap rates for certain destinations that were expected to cost more, they may well turn out to be mistakes, and then corrected later, such as for example Skype temporarily charging 2 cents a minute to +447624 in 2006 by mistakenly counting it as a landline.

I can see very cheap rates to some IoM/Jersey numbers at a wholesale provider at the moment, but don't have an account there to test. And there wouldn't be much point in loading up an account with credit only to see the price reviewed.

The national provider BT has expensive-looking rates for some Jersey mobile numbers, but rather cheaper for Isle of Man, while other companies charge less than BT and the same to both destinations.

Wholesale rates for all of these numbers have been dropping over the last few years, ordinary UK mobiles from above 5 pence a minute to now under a penny, and I suspect that the island networks are also reducing, but don't have that specific info. But a retail rate of 9p would suggest the wholesale rate must be less.

If you want info about what prefixes are on what network, the best/easiest place to look is http://www.telecom-tariffs.co.uk/codelook.htm There is also info at Ofcom, which may involve downloading an Excel file
