intl. prepaid data & voice

hi folks!

can anyone recommend a prepaid and/or flat plan
SIM card for voice & data, ideally:

- european number
- no internet access blocking (i.e. as france has)
- justifiable speed
- at least 12 month validity
- in case of a flat at least 250mb data volume per month

update:

at least 2GB seems more realistic
