This "ID requiered" nonsense was in Germany since before 9/11. Of course you can buy perfectly working SIMs near any big large train station (you know the kind of shops, those that advertise cheap calls and have also 1-2 computers for internet but the owners and sometimes patrons look like they would sell you much more than pre-registered SIM cards-not that there is anything wrong with that). SIM cards are also available on ebay pre-registered and with no registration needed, sometimes in bulk (10-20 of them for about 1-2 EUR a piece). If you think somebody can track you via ebay I'm sure you can find at least one seller that would sell it to you for cash (they save ebay fees too).
Unlocked phones aren't even worth discussing as they are probably the top item on ebay, flee markets, etc
