I just noticed this new page on the I.C.E. website. It looks like Costa Rica has entered the world of prepaid.

"Perpaid": What happens when you post too early in the morning and now I can't delete it. Grrrr.

If you read this post on HoFo, you can get some idea that it might not be easy for someone visiting CR to get an I.C.E. prepaid.
