Noverca only sells online and you need an Italian address, of course. You can also request it at a Tabacchi shop with the Lottomatica service, but they don't have the card there, it will be sent to you in any case. And it can take days. It's quite complicated for non-Italian people. I'd go with Wind, but check if you have 3G signal in the area you are going to. You can also check MTV Mobile (sold at TIM shops) if you want TIM network.
