I think that the journalists don't decide about the target groups - they just observe the state of the world, at least in this case

5 cents/min to Poland landlines is really good especially if to consider that the cheapest Polish mobile-to-landline no-packet rate is 0.24 PLN/min (Sami Swoi, over 6 cents/min - but of course it's 1/1 no setup fee so it's not necessarily more expensive than Blauworld).
Another intersinting thing that the rate to Russian mobiles is the same as to landlines. Haven't they noticed that Russian is a CPP country
