You can buy any Cosmote prepaid sim pack and activate it without any procedure.
The same with all the other prepaid sim packs from Wind and Vodafone.

All the packs cost €5.

I suggest
--Frog and Ciao (from Cosmote)
-you can find them in any kiosk

--Q card or F2G (from Wind)
-in any Wind store

--Carrefour (from Vodafone)
-in any Carrefour market.
