The "E" letter on your E61i means that you are using Edge connection, no 3G.
It could be because you have an American E61i wich is quad-band on GSM but only dual-band on UMTS, "seeing" only the American bands (850/1900) and not the European one (2100). A similar problem could be with the huawei usb dongle too... did you ever see 3G connections in Europe with them?
