VoIP can do that, if it's being used somewhere in the loop, which is quite possible. The ability to pass touch tones can be configured; usually the tones are transmitted electronically and created at the other end, rather than transmitted as digitized audio.

Hardware: Too much but notably iPhone 5, iPad Mini Retina LTE, Moto G LTE (N.A. version), iPhone 4. All unlocked.
