This sort of review and new tariffs come around every year.

So far the network operators haven't produced any of their own progress towards what the politicians will view as a single market, so there will probably be regulations for some years longer. On the other hand, there are now some networks with some roaming tariffs actually cheaper than locally, for example sms to ohter countries.

Going forward a couple of years, I'm slightly sceptical at how likely it will be or practically easy it will be made to select a separate local tariff on arrival

And not all of those local providers will have international calls cheaper than roaming rates anyway. For data, I still expect to think about a local SIM, and I still expect to take more than one phone for some time to come.
