In the past I've bought Israeli sim cards from Ebay, and the seller in Israel would activate before mailing it to me. but credit expires, and expensive.
But these days much easier and cheaper to use my US Tmobile account, free roaming for data and texts, 20c/min.
Or Whatsapp, everyone in ISrael has it.
Or I use my Piranha Mobile sim card, pretty cheap in Israel, esp. if on VOIP.

Depends if a local number is essential.
