As to units, it's OK - tenths of minute are quite reasonable for 6/6 debiting. I was just a little surprised because AFAIR I've seen such a unit in the "official use".
As to CBW/Enlinea calling - yersterday (22:10 GMT+1) I couldn't even get a callback to my landline or mobile numbers (and didn't try "direct dial" 00800 number)

Instead, I called my brother directly from a Heyah prepaid (at 51 cents/min, but zero problems with the connection!).
