The 28-day counting will be reset as soon as you register on the home network in Germany (eplus) again.

Anyway as simquadrat currently assign only geographical numbers (a novelity in Germany where subscribers usually primarily get mobile numbers) and since German law requires holders of geographical numbers to have a geographical relation to geographical numbers' area codes a German delivery address is mandatory. Also the limited recharging options (direct debit through German bank account or credit card) may be an issue for non-residents since I fear simquadrat won't accept credit cards issued by foreign banks.
