Passport Plus has the feature you mentioned lower outgoing rates but no free incoming anywhere. In this aspect it looks a little like GT-SIM.

Passport Lite costs only $19 for $20 airtime but has only a few free-incoming countries: France, Italy, Spain, UK, some Carribean islands and Mexico(!)...
Incoming rates elsewhere start from $0.79 and outgoing from $0.99 and there are dozens of destination countries for which "heavy" surcharges on top of regular rates apply: http://www.telestial.com/misc/MSIM-PPLT_surcharges.php
To me, it looks similar to ekit Premium...
