Yes, that seems to be the matter for Lycamobile US. I was mainly stating that 3GSM-nets very seldom charge for incomming calls, but some international prepaids differ in that sense.

No, the whole idea with Prepaid SIM cards is that you pay before you call, instead of after. That's why it's called PREpaid. It's all about paying before or after, not passports or registation.

We write to them and get a "ticket" in return, but ticket only generate an error when trying to check...
