Looking for italy roaming SIMCARD SMS/GPRS use
 

I'm developing a mobile geolocalization equipment based on sms messages and GPRS data exchange
We're searching a VPN operator, pre-paid nanosim partner/supplier, in order to have roaming service between the four network operator here in italy, as well as outbound
The sim card would be later activated by us, when the final user will ask to do.
in the same way it would be web managed by us in the future, on behalf of our customer, providing refill
Can you suggest some international valuable alternatives?
