New operators in Belgium ?
 
I found this piece of "evidence" on the BIPT website (Belgium Institute for Postal Services and Telecom), the Belgium regulator.

As you can see, 2 reservations are made somewhat "more recently".
Anyone with inside information, and knowing what is coming up ?

NMBS is the national rail (train) operator. They have their own fibre net running alongside the tracks, they probably also use it for their internal communication, but it's 206-04 and 05 what I'm interested in.

Any ideas ?

Maybe they are already reserved for the new LTE/Wimax operators?
just a quick google search gives me this article:

But then you would expect more then 2 reservations.

And I think that the NMBS is there because they have their own gsm-r network:

The fact MNCs have been reserved does not necessarily mean further operators will enter the market. MNCs are often assigend for test networks and also as reserve for existing network operators. In Germany each of the four network operators has 2 or 3 MNCs. Allthough one MNC is enough to assign 10 billion IMSIs, another MNC can be needed, since often large IMSI ranges are reserved for certain services or customers (e.g. for prepaid services or for business or institutional customers).
MNCs are also issued to TETRA networks, (real) MVNOs and to the military for out-of-area deployments.
