Seems to me to be a rebranded SFR postpaid SIM charged in USD. It may be considered as an international postpaid SIM, but basically more reasonably priced than Mobal...

the 60$ is if you want to keep your service for another year, you don't have any comitment at all to reach that amount. If you do them the renewal of the service is free.
