It depends. Going a bit off topic here, I can tell you the Tellink Roaming Sim uses 4G with great tier 1 agreements and the speed is high while Airbalticcard, Lemonsim and Travelsim use different agreements and unless you get the latest sim available since last August, your data connection will be in 3G only.

Got no idea, I use pay as you go and a firewall so I don't have unexpected traffic and limit it whenever possible. You can check on their respective websites. All of them have packages but I believe the Travelsim only has data packages for outside Europe.
