I'm pretty sure it's a WAP-only plan.
T-Mobile ToGo prepaid in general used to provide essentially unlimited tetherable GPRS access, but it was an error and not intended. The system has since been fixed to only allow basic WAP access and only to certain sites. The Sidekick can access any WAP site.
The best way to get cheap data access is going to be to use WiFi. GSM: CA: SaskTel (postpaid voice/data,,postpaid data), Rogers (postpaid data); UK: Orange, 3; CH: Swisscom; AT: tele.ring; US: T-Mobile, AT&T, Red Pocket Mobile, Telestial Simple Calling; EE: AirBalticcard
CDMA: US: PagePlus
