Sure. I think there are two or three carriers. Here's the list from GSMWorld. I know a lot of American military go to Kuwait and get prepaid service there.

There is quite a selection of offers for prepaids in Kuwait and other GCC countries. When you are there just walk into any of the malls and you are bound to find a shop or three.
